  I think that is Uncle Tom in the front. I guess Billy wasn't so bad if the relatives trusted him in the boat...................
  
  Billy and I divorced about 30 years ago. Grandmom really liked him because he was really into the sea gulls too. He always brought her little sea gull statues. When I married Gary, she called Gary "Billy" all the time. Gary ended up answering to that name whenever he saw her. I guess her memory wasn't so good at that point.

  That is Uncle Frank (the one you don't remember!) I remember the day that picture was taken...we loved going 'out on the boat'!!

  I'll take Joyce's word about Billy. I don't think I ever met him. Is that Uncle Tom with his hand over his mouth in the front right?

  That looks like Maureen's first husband, Billy driving. Is that grandmom with the scarf on and the lifesaver around her neck? Aunt Kas with her blue hat, maybe Aunt Linda, Maybe Walt.
